The US president wants to whistle the end of the recess for Big Tech. In a column published Wednesday, January 11 by the Wall Street JournalJoe Biden doesn’t mince words and says he wants things to happen.
“Like many Americans, I am concerned about how certain market players collect, share and exploit our most private data, fuel extremism and polarization in our country, distort the rules of the game in our economy, violate the civil rights of women and minorities, and even put our children at risk to take”, writes the American president in the introduction.
Joe Biden therefore calls on all political forces, Democrats and Republicans alike, to join forces to “passing strong bipartisan legislation to hold big tech companies accountable”.
It is a rather stern portrait that the head of state paints, accusing the tech giants, without ever naming them individually, of “conducting experiments on children for profit“, to have”stifled innovation“by expelling”family businesses from their platforms“or have become”toxic echo chambers onlineinciting violence.
Three main principles
To implement the necessary reforms, he formulates three main principles. First, a level of privacy protection for Americans”realat the federal level and the limits placed on companies on what they can collect, use and share. “It is not enough for companies to disclose the data they collect. Much of this data should not be collected in the first place, especially for younger users.”he declared.
It therefore calls for the restriction and total ban on advertising aimed at children – the path the European Union has taken with the imminent application of the Digital Services Act (DSA).
Make platforms stronger
The US president then calls for changes to the platform liability regime and reform of “fundamentalsome provisions of the Law on the decency of communicationsection 230 of which states that “no provider or user of any interactive computer service should be treated as the publisher or speaker of any information provided by any other information content provider— with the original ambition of guaranteeing freedom of expression, a fundamental value of the United States, for citizens online.
“We also need much more transparency about the algorithms used by big tech companies to prevent them from discriminating, denying women and equally qualified minorities opportunities, or providing children with content that threatens their mental health and safetyhe added.
Restore fair competition
Finally, the White House tenant has indicated that he wants to tackle abuses of a dominant position and introduce rules for fairer competition, but he did not elaborate on his plans. “The next generation of big US companies should not be suppressed by dominant incumbents before they have had a chance to get off the ground”, he underlined.
While detailing the projects undertaken under his administration, Joe Biden nevertheless acknowledges the “boundariesof his power, but urges Congress to rally behind his ambitions and take action. “Let’s unite behind our shared values and show the nation that we can work together to achieve our mission.”, he concluded.
